When I was Mayor of Woodland I fought this fight on the City Council and could not even get a second to my motion.  I feel Woodland crossed the line on this with the fire assessment district when I was gone in 2003. We need a black out period that does not allow the government to "communicate with the voters" on a topic for the six months prior to an election on that same topic.
