Yolo County 101 Resident’s Academy Returns

(Woodland, CA)
– Starting October 14, the Yolo County 101 Resident’s Academy seminar series, is again being offered to provide residents insight into the form and function of Yolo County government and its programs and services.  This informative series of 12 free seminars will begin October 14 with closing ceremonies in February 2010.  The first seminar will be held at 5:30 p.m. in the Erwin W. Meier Administration Building located at 625 Court Street in Woodland.  All county residents are encouraged to participate.
 
During Yolo County 101 sessions, participants will learn more about their county representatives and what they do, along with the ‘ins and outs’ of the local government processes.  Subject areas will include: the Board of Supervisors, county administration, elections, land use, agriculture, public safety, the legal system, fiscal responsibilities, social services, water and flood control issues, tribal relations, public health, emergency services, and special districts and boards.
 
“Offering Yolo County 101 is a priority of the Board of Supervisors as it is important to us that our community members have an opportunity to become familiar with county government, the services and programs we offer, and the issues we all face,” said Yolo County Board of Supervisors Chair Mike McGowan.  “We are grateful to our colleague, Supervisor Matt Rexroad, for developing this learning opportunity and we encourage all county residents to consider participating.”

So yesterday afternoon I am upright on the couch watching the Niners and Raiders.  E-mails and texts start coming in about a rally at Freeman Park that was on the news.

Immediately I text someone that I am 100% sure is there and find out they have 200-300 people. That is a lot of people on the Saturday night of the Yolo County Fair. So I decide to get on my bike and ride over there.  There were probably 300 people in the park. It was an impressive crowd.

I rode by and then rode home.  That was about as much as I could take for the day.  I am still sick and my pal Al Rojas probably would have sent my blood pressure to the moon.
 
Here are a couple things that are clear to me this morning.

1) All of these people are upset with the justice system but for very different reasons.  People were there supporting the guy convicted of molesting his daughter and got more than 300 years.  Some people were there for the guy that got shot on the Gum Avenue overpass.  Others were there for political reasons.  It was not a group motivated by the same specific cause.  General cause yes...specific cause no.

2) The article in the paper today -- not the one on-line says the same thing over and over again.  The people protesting were not from Woodland

3) The signs these people had were insisting on a federal investigation. Ok -- which is it people?  When the guy got shot on the Gum Avenue overpass the rally cry was an "independent investigation".   Sounds like they are getting that from the comments made by DDA Raven.  It is not federal but the State DOJ would be independent.  So if the state and the feds don't rule the way they want I guess we will be dealing with the demand for the United Nations to get involved.  Pick one -- whatever it is and let's go.  It seems to me that the demand has changed.

4) This is becoming more about politics.  The guy from Napal had the chance for a trial where his attorney had the chance to make his case.  What happened? If all those things claimed are true it is not a case that should be made in the press.  Those are things that need to be stated in a courtroom.  The DA and the Judge did their job.  I think this is becoming a drive for those people that want to stick their finger in Reisig and Prieto's eye.

5) Finally, the people of Woodland are still not that concerned about any of these situations.  I have far more people contacting me asking for a crackdown on gangs and criminal behavior than I have people upset over the District Attorney or Sheriff. In fact, I have had none of the later.

Health care is not something I know much about.  I know enough to be dangerous.

So when people are debating the issue at the national, state, or local level I tend to focus on those things that I really understand.

Part of this whole debate is the belief by some people that health care is a "basic human right". I have heard this language over and over again.  The idea is that everyone has a right to health care (although the level is not specified) because all humans on this earth are entitled to a certain level of care out of respect for their lives.

So yesterday I was watching tv (from the fetal position on my couch) when I see an image of President Obama walking to Marine 1. The announcer said the President refuted claims that his health care plan does not cover illegal immigrants.  It indicated that he denounced those that claimed that his plans did cover this class of people.

So my questions is "why doesn't it?".

Illegal immigrants are allowed k-12 education in this country.  I believe that is a US Supreme Court decision. So if you believe that health care is a basic human right then why would these people be denied this right?

This is the sort of thing that President Obama usually is consistent on.  He has his beliefs than acts accordingly.  The reason I think this policy decision has been made that does not give a whole class of peopel access to a basic human right is just straight politics.  I believe that he has made the political decision to leave these people out of the scope of the bill now in order to come back at a later time.

Please take the time to read this article from the Santa Rosa Press Democrat.  This is sad.

Despite how sad it is, someone needs to run against her in the primary if she will not get out of the way.  There is no reason that she should be serving in the State Senate.  There have to be plenty of people from that district that would make fine State Senators.

Last night Jenn and I went to see Jerry Seinfeld in Sacramento.  We bought tickets quite a while ago.

Jenn and I got settled into our seats right as the show was about to start. I tried to buy best available but ended up in the second to last row in the orchestra section.  Not the best - -but it is a audio thing anyway. No worries.

Then I hear people behind me start to talk about a dog being there at the performance. I assume the dog is a seeing eye dog since no one in their right mind would voluntarily bring a dog to a show like this.

Right as the warm up act walks to the stage ---- the dog passes gas. Lovely.  My thoughts were -- hey, this is a seeing eye dog I am happy the person is here, I will get over it.  Heck, I just finished five years of diaper changing.  What do I care?

After probably five more episodes of the dog relieving itself during the performance I am a little more down on the experience with the dog -- but hey it is a seeing eye dog. The person didn't have a choice.

Well, after the show Jenn and I join one of my co-workers and his date at the Hyatt for a drink.  There she informs me that it was not a seeing eye dog at all.  It was some little tiny lap dog that the lady snuck into the performance in her jacket.  That is totally different.  The dog owner is very inconsiderate.

Clearly the reason our neighbors the Cohans ignored us in the Hyatt Lobby was we still smelled from the dog.

Time to go wash my shirt. 
Shouting

If you go to your own meeting and want to shout...knock yourself out.

If you go to someone else's meeting and shout you are rude (with a few exceptions).

This is something that I think is fundamental to the way people behave and the way it is received by the public...especially in Woodland.  You want to make a firm point with government...you are applauded.  If you cross the line and become rude and obnoxious then you and your views get rejected.

This is a lesson that comes from many of my observations in the past.

In this case I think it will come back to haunt the people that may have legitimate objections to the health care plan being proposed in Washington. 
Parking in downtown Woodland

From time to time my parking space at the county is full.  So I go park somewhere else.  It is never hard to find a spot.  I head right on over to College and Court and park in the all day lot. I have dozens  of spaces to select from.

Yesterday I parked the car at 11:18am, walked to my office in the county bulding, dropped off my stuff, said hello to a few people, and then walked to Osaka Sushi and got there at 11:29am. 

Big deal you say.  Well, this is my experience parking in downtown Woodland -- every time.  For my entire life.  I am just not convinced we have a parking problem. I believe we have a parking allocation problem.

Some of you will say -- "yes we do have a parking problem. I work on Main Street and need to get in and out all day for job emergencies."  I buy that.  Yet how many of your co-workers that don't go anywhere all day park in 2 hour parking and move their cars all day? Further, how many times is it really an emergency that eight minutes of walking would cause a problem for?

Over a year ago I got a speeding ticket on Road 102.  I went to the traffic citation counter in the trailers across from the library on First Street.  When it was my turn at the counter the woman working there said she would be with me in just a few minutes. I watched her walk out from behind the counter, go outside the trailer on First Street, get into her car and move it forward by 12 inches, then come back in to the trailer to help me with my ticket.  This woman is part of the problem. The lot and College/Court is probably 100 yards from her desk.

This is not just a public employee issue either.  It is an everyone in Woodland issue.

If you want to solve the parking "problem" that I actually don't think currently exists -- then have people that are going to be downtown all day park at Court and College and make the tremendously difficult 10 minute or less walk to their desk.  At that point numerous spaces in the two hour zones would be wide open for customers.

People in any major city would die laughing at our parking "problem".  They actually have to pay to park and pay lots of money to park further away.

One more thing.  After this many years in Woodland you begin to notice the cars people drive.  How in the world are these same people going to convince me they need more parking for their customers when the premium parking spot right in front of their own business is occupied by their own car.  You want people to be able to get in and out of your eating establishment or retail store? Lead my example and park somewhere other than right in front of your store.

Community Meeting Concerning Novel H1N1 Influenza

(Woodland, CA) – On Thursday, August 20 at 7:00 p.m., the Yolo County Health Department will be holding a community meeting in Woodland to discuss Novel H1N1 Influenza and how members of the community can prepare and protect themselves from this new virus.  This meeting will be held at the Woodland Community & Senior Center in meeting room. 2.  The community center is located at 2001 East Street in Woodland.
 
To date, additional community meetings have been scheduled in the following communities:
 
September 3 – Winters
September 9 – Knights Landing
September 10 – Madison
September 14 – Zamora
September 17 – Esparto
 
More information will follow on the specific meeting times and locations, as well as information regarding additional meetings in other Yolo County cities and communities as they become scheduled.
 
Yolo County Health Officer Dr. Joseph Iser would like to remind all Yolo County residents to take the following precautions to protect themselves from becoming ill:

  • Wash your hands with soap and hot water to get rid of germs and to prevent the spread of disease.  If you do not have soap and water, use a waterless hand gel with an alcohol base of at least 60%.
  • Avoid kissing or shaking hands with people, and do not share food, drinks or utensils.
  • Avoid touching your eyes, nose or mouth.  Germs spread this way.
  • Try to avoid close contact with sick people.
  • Get the vaccine for seasonal flu, and if you are in a risk group for H1N1, get that vaccine when it becomes available.

Thank you for all of the hate mail on prayer. 

So far the only things I have gotten that make even the smallest amount of sense are --

1) More is always better.

Ok.  Great.  Let's start every single paragraph with some confession of faith.  Where does this end?

2) One faith is right and the others are wrong. Forget the others.

That is nice but it is not the roll of Yolo County government to decide that.

3) Move to Davis.

No thank you.

4) You are a liberal squish.

Thank you for your kind words.

5) I will never vote for you for anything.

OK.  Fine with me.  Somehow I will carry on.

When people e-mail me on county issue I like it.  I really like to hear what they think -- especially when the people are from Woodland.

Since Saturday I have gotten 20 or so e-mails from people opposed to an application from a landowner to abandon Road 41 up in the Capay Valley. It is a north south road that goes over into Colusa County.  We can certainly all have our opinions on the policy question of road abandonment.  We will figure that out later.

This is the part that kills me.  Several of the opponents to this proposal have stated that the county should "not even consider the application" or something along those lines.

So I guess these people would be ok if county staff just rejected legally submitted application on their own because they thought it was a bad idea.  Why have a board meeting?  Heck, why have an application at all?  We will just say no to everything that anyone wants to change.

Bathroom addition on your home? Heck no.  The planning director feels the color blue you are going to use is too dark.  Clashes with the towels.

Building permit for a barn?  Nope. Not in this county.  You either have to build it to the specifications of the person at the front desk or not at all. 

An appeal process to the elected board? What are you kidding? 

What do you think this is, a democracy?

I understand folks are opposed to the abandonment but I can't imagine some of these people really want a legally submitted application rejected without the sort of review the county is legally required to give a proposal such as this.

Dear Freddie:

I recently became aware of a requirement to disclose behest payments of $5,000 or more.  These are payments made at the request of a California elected official to a third party.

For the last three years I have sent a letter asking for donations to Yolo County Backpacks for Kids.  The letter has gone out to hundreds of individuals, businesses, groups, and entities all over the region.  Coincidentally, one year ago today Yocha-De-He Community Fund donated $5,000 to Backpacks for Kids. 

When this sponsorship was received it was prominently listed on our website at www.yolobackpacks.org and it was proudly displayed to the community in our literature.  There was no effort to hide this contribution, I just did not know it needed to be disclosed.

Today when I called the Fair Political Practices Commission they informed me that I did need to disclose it by making a filing to you, although they don’t have a form for this purpose.

You can see the correspondence and a copy of the check associated with this community donation.

The lack of notice in this case was entirely my fault.  Yocha-De.He Community Fund did nothing but make a wonderful effort to support the school children of Yolo County.  For that I am grateful.

Prayer in public meetings

I was tempted to avoid this topic completely until I was driving through Lodi this morning and really felt the need to comment.

You can read this story from the Mercury News about the issue of prayer at the beginning of Lodi City Council meetings.

As many of you know I am a Christian.  I also believe in prayer.  I pray every day.  My beliefs are firm within certain limits but as I learn and understand more they change slightly all the time.  These are my personal beliefs and I am public about them.  That does not mean that the public shares my views.

When I was the Mayor of Woodland I ran quite a few meetings.  We opened with the Pledge nearly every time but never opened with prayer.  A couple times when the community had lost someone special or following a tragedy we stopped for a moment of silence.  I said my own personal prayer in silence.  That seemed to be appropriate.  I never heard a single complaint on how I handled it.

We also had a few events where a chaplain would open, close, or comment and make a reference to God, Christ, or Jesus.  I didn't think anything of it at the time and it was not planned or encouraged.

So the question that was posed in my own mind early this morning was -- how would I vote on the issue of opening every Yolo County Board of Supervisors meeting with a Christian prayer?  I would vote no.

Does that make me a bad Christian?  I don't think so but maybe you disagree and that is fine.

I really do think that is the right decision for three primary reasons.

First, what if a majority of the board was elected that were Budhists, Muslims, Hindu, Jewish, or worshipers of some idol?  How would I feel as a Christian if they opened the meetings with one of their rituals? I would not feel very welcome in a government body that is supposed to represent me.  Public meetings need to be open to any member of the public in a manner that has the feel of being open.

Second, where does it stop? People believe all kinds of things.  If we were to open up a prayer time to Christians we are likely to end up in a situation where we have to open it up to everyone and I don't want to see a bunch of people coming in and offering prayers to Satan, a cloud in the sky, or a tube of toothpaste.

Third, where does it end in terms of the comments.  People will say a reference to God or Jesus at the start of a meeting is a good way to start. Well, then why wouldn't that be a good way to start for each speaker, each sentence, or each staff report?

Ok -- I am ready for the hate mail. 
Taxes - who pays?

I get the Kiplinger Letter at work and enjoy reading it.  The information in there is short and too the point.

Here is the part that kills me on taxes this week. 

The Top 1% of all tax filers paid 40.4% of all taxes yet made only 22% of the adjusted gross income.  The AGI that would put you in this bracket is $410,100.

The highest 5% of all tax filers paid 60.0% of all income taxes yet made 37.4% of the AGI.  They would have an AGI of $160,000 to make this bracket.

The highest 10% pay 71% of all income tax yet made 48% of the total income.  This AGI would be $113,000.

The bottom 50% of all tax filers paid just 2.9% of the total tax bill. 

Something is wrong here.

Bill is an old family friend.  His mom was my Sunday School teacher and is dad is someone that I respected tremendously as a kid.  They are an example of people that have worked to make Woodland a better place.

Who should pay?

We have a very interesting policy issue to be considered on Wednesday at the Air District. I am the Chair of the Board this year so I was asked by the Yolo County Farm Bureau and a few others to have some discussion about an agenda item that is coming up.

The issue is an indemnification clause that will be inserted into contracts with the district. Most every local government has them.  Even most private contracts have them.  I know my businesses do.

The issue is -- Who should be required to pay for the litigation if a third party chooses to sue the governmental entity that issues the permit for a permit holder?

There is no right answer here but most people feel it should be the permit holder.

Let me give you an example of where this sort of thing comes up.  Just as a hypothetical*, let's call the company Pacific Clark and the land use authority where they want to locate as Loyo.  Pacific Clark wants to build a manufacturing facility in an old agricultural processing plant just outside of town that has been vacant for almost a decade.

The community responds with joy as Pacific Clark comes rolling into town.  They are welcomed with open arms as they will bring jobs and economic activity to the region. Loyo does this great job to handle the project as their staff person Rusty Donald does some outstanding work to make things happen.

Everything is going along wonderfully until a woman named Elphaba that lives nearby decides to sue in court.  Loyo and Pacific Clark team up in the best interest of all involved and win a triumphant court victory. 

So who should pay to defend against the lawsuit filed by Elphaba?  Should it be Pacific Clark or the good taxpayers of Loyo County?

An indemnification clause indicates that it should be paid by Pacific Clark since they are the ones that are doing the project. They are engaged in the economic activity and they should hold the risk associated with any litigation. 

Without such a clause the people of Loyo would bear the financial risk associated with the lawsuit.  This could happen but the reality is that fees would need to be raised on everyone in order to take responsible financial measured associated with that risk.

The example above actually works pretty well to demonstrate the policy issue at hand.

I really don't like musicals. Comedy and Drama are more my thing.

When Jenn made reservations for us to see Wicked in San Francisco months ago I just shrugged and agreed to go along.  It was like I was doing her a favor.

Let me just tell you -- Wicked in San Francisco at the Orpheum Theater is amazing. People around me were gasping -- and so was I.  The story, talent, and production in this show is amazing.

So guys -- if you need to score some points or need to get someone a gift -- head out to see this show.  It is spectacular.

Yesterday we had a 30 year old woman die at Woodland Memorial Hospital from H1N1 (Swine Flu).

Look -- this is serious.  Wash your hands and take extra precautions with your children.

The Rexroad family has some pretty darn good hand washing discipline but we are going to double down.  Take care of your little ones by also taking care of yourself.

"The time is long overdue for the corrupt board of trustees of D-Q University to be driven out of office. All these people have done in the last five years is to thumb their noses at the will and the wishes of the American Indian and Mexica community. As the board was doing this, the boards' piss-poor "leadership" succeeded in driving D-Q University straight into the ground.
 
The board of trustees that's in power in 2009 is composed of the same tiny circle of people - none of them from Davis - that was in power in 2005. Nothing has changed in the meanwhile, as far as the board's selfishness and short-sightedness is concerned.
 
The 2009 board of trustees has demonstrated again and again that its members are grossly unqualified to run an Indigenous university. Despite a wheelbarrow-full of evidence documentaing their monumental waste, fraud, corruption, and incompetence, the board of trustees continues to insist that only its members "know what's best" for D-Q University.
 
Those days are over. The school needs to be turned over to a brand new leadership circle; one elected by the people of the community. This needs to be done IMMEDIATELY, so that D-Q University can rid itself of the current, rotten "leadership" -as embodied by the 2009 board of trustees, and once again breathe the sweet, fresh air of intellectual, cultural, and academic freedom."

I am not a huge fan of President Clinton.  However, I think that President Obama made a good choice in selecting him to go to North Korea in an attempt to free those two journalists.

It appears that the government controlled news agency out of North Korea has announced a pardon of the journalists has been granted.

President Clinton deserves praise for his efforts. Nice work. 
Kids change your life

Being a dad is cool.  Probably the best deal I could ever imagine.  It has opened my life to lots of things that I was never aware of.

I am not kidding when I say that many times I would drive for hours to get a hug and a kiss from Adam or Abbie before they go to bed.  They are just such a big part of my life.

Today I got a follow on Twitter that was unfamiliar to me.  It took me to a website by a local mom with a 2 year old girl named Lucy.  Check it out here

You may not be able to see much but I have been working very hard lately on campaign stuff.

In addition to lining up some support that may shock a few of you, I have also needed to schedule some events, and get some paperwork filled out.

One thing that has had to change according to new FPPC rules is the name of my committee.

It is now Rexroad for Supervisor 2010.  I used to just have Rexroad for Supervisor but now you are required to have the office and the year you are running.

backpacks for kids

The B4Kids team passed out 567 backpacks yesterday.  Additionally, the school district has gotten 400. 169 still need to be delivered.  We now have a waiting list of 236 people.

Yesterday we had several people show up after 3:30 even though we told everyone to there by 2:30. Oh well.  We did the best we could.

The backpacks could not be blue or red due to possible gang issues -- something that was not a factor at Woodland High School 20 years ago.  We had lists of the supplies that were needed for the grade level.  So a high school student would get a backpack with high school stuff in it. Same with a first grader.

It was very efficient.

The line of the day was from Davis City Councilman Lamar Hystek -- "Davis kids don't make mistakes -- no need for erasers in their bags."

Flory got stuck in the back -- probably by a knife from Dotty.  He had this open wound bleeding through his shirt.  I am sure he scared several kids.

Thank you to Kathy Redmond and her family-Pat, Anya, Megan-Dave Flory, Dotty, Webmaster Bob, Super Olivia, Sandra Rodriguez, Charles Piazza, Mimi Rose, and everyone else.  Costco and Walmart were amazing.

Triple Nickel

On Friday at around 0900 I went out to see the Triple Nickel -- the apartment complex at 555 Matmor Avenue.  I did not see anything that really stood out.  There was a little memorial in the parking lot where the young man was killed.

After talking to the Realist, he suggested that I go back in the late evening hours to see if it was any different.  It is now 2151 on Saturday night. I went to the gym and then drove through the complex.  There was nothing that stood out to me at all.  In fact, the memorial was even gone.

I have no opinion on the sentence given to Brett Pedroia.  However, I have had a crazy number of people call. e-mail, or talk to me about how light they think it is.

This sort of reaction from some people that rarely comment on these sorts of things was shocking.

It is clear to me that the people that have read about this in the newspaper (as opposed to those that actually heard information in court) feel that he got off easy. 
Backpacks today

I missed the morning portion of the event but today at the Community Center the Backpacks for Kids Team distributed more than 500 backpacks.  What a great effort.

We have so many people to thank for this. More on that later.

Board of Supervisors Meeting -- August 4th

The Board meeting this week will be a morning only deal.  So if you see an item you want to discuss - get there early.

I am told that the Wetlands ordinance (Item 3.02)  -- that would be a hot topic would be delayed.  I would have rather have the item heard so that the board can discuss it.

Item 3.03 -- we are going to consider an ordinance that will slow down some TANC type actions on transmission lines.  Supervisor Provenza has been pushing this.  I know that Stanislaus County is considering copying this ordinance.

We are going to consider an approval of a response to the Grand Jury report.

I have not read item 4.04 yet but it is approving some kind of art.  I do not like the idea of an elected body approving art.  Will have to check this out.
