LAFCO had me laughing

Tonight we had a LAFCO meeting in Davis.
It was a very interesting meeting for a number of reasons. The Davis City Council has requested to dramatically increase the area within their sphere of influence (SOI). They are doing this in an attempt to have greater control over development on their edge.
I actually want the City of Davis to have control of development on their urban edge. It makes sense to me. As a former Mayor I don't want (or need) the county telling me what I need to do. That is up to the City Council.
Here is the problem. If you increase the area within the SOI you are signaling that development is the desire for this area.
The reality os that Davis does not really want development in the area. They want to control any development in the area -- and probably kill development. That is their choice.
I want to let Davis have control of their boundary. I am just not sure that the request to LAFCO is sincere.
My deal is this -- If a city in Yolo County wants to annex land or increase their control of their edge I will work to make the deal happen. This request does not really appear to be that at all.
It was a very strange meeting and I have done a terrible job of explaining the choice we are trying to make. Those people in Davis sure are different.
PS -- It was my first meeting in my future board room. I don't think I had ever been in the Davis City Council Chambers before. If I am going to be a good member of the City Council I need to get comfortable there.
PSS -- I am also adding a third name to my endorsement list for Davis City Council -- my own.

Woodland Community Service Awards

Crystal Lee has a great article in the Democrat today about the Community Service Awards banquet on Thursday. Read it here.
We had a great turnout for the event with Assemblywoman Wolk, the entire City Council. many past award winners, and many department heads from the city.
All of the award recipients were very deserving this year. I nominated Neal Peart and was grateful to have the opportunity to participate with Skip Davies in presenting the award to him. Neal Peart will always be someone that I respect and admire.
Jim Lingberg is someone that is part of my childhood. They still live on Wendell Place -- right where I grew up. It was great to see his whole family there. His contribution to the Masons and Scouts has made Woodland a better place.
I don't know Short Parker well but certainly recognize the contribution he has made to the community with his church and youth sports.
I love this event. It really does give some attention to some people in our community that deserve it.
Note: Dotty wrote the nomination this year for Neal. She deserves much of the credit for making the case for him. I wrote it last year and he didn't get it.

Woodland Parks

The editorial in the newspaper today is excellent. Jim said a number of tings that have been on my mind lately. This whole incident in Ferns Park really has me thinking.
Jenn and I have had problems in City Park when we take our kids to play. I called the police once. Jenn has just taken the kids home early on other occasions. It really should not have to be that way.
Tonight we took Abbie and Adam to Marble Slab for a treat. Some teenage boys were sitting at the tables on the corner. As we walked by one of the kids was telling a story to his friends and said "I will slit his [f-bomb]ing throat." I was carrying Adam but looked right at him and did not break my stare until he turned away.
The safety of my family is very importance to me. If someone spits in one of my kid's face and then pushes my wife -- someone is going to jail -- and the only person alive is likely to be me.
My family can count probably six or seven times when we have not felt the level of safety that I think we should feel in Woodland parks. The answer is not pummeling obnoxious teenagers. The answer is the cell phone. If you don't feel safe I would encourage you to call the Woodland Police.
We all need to do it to be safe at the moment and to let some of these kids know their behavior is not acceptable. Tonight I did not get to tell the parents of that kid in front of Little Cesar's what I thought. However -- that is the only way this is going to stop. Take out your cell phone and demand a response. When kids start learning their behavior is not accepted they might start behaving better.
When my kids are older and you see one of them acting inappropriately I want you to call me immediately. Jenn and I will get their attention so that will not happen again.

Board Meeting on Tuesday

It did not take me long to prepare for the meeting on Tuesday.
We have an agenda items on emergency communications that is very important.
We have the agriculture mitigation ordinance second reading on the consent calendar in the afternoon. I will be pulling it off consent to be voting no. We should have done more.
Finally, the day will end with Clark Pacific. Seems like it has a good chance. Nothing in this packet has changed my view of the project but we will see what happens on Tuesday.
At lunch we are going to do a child abuse prevention press conference.
We also are going to talk about long term goals for the county. Good stuff. Have a good weekend everyone.

Jenn loves Assemblyman Chuck Devore

Assemblyman Chuck DeVore presented a bill yesterday that would allow pregnant women to use handicap parking spaces. I can tell you one California voter that is in favor of this idea -- Jenn Rexroad.
I actually tend to agree with Jenn on this one. Walking is good for everyone from time to time. However, in the final months of pregnancy (Adam was born on July 31st) my wife was in no mood to screw around with a ten minute exercise session across a parking lot.
If this goes on the ballot --- Jenn will be the Yolo County chair in a heart beat.

Batman in Iraq

Today I got an e-mail from a Marine buddy of mine. I have not actually seen the guy in more than three years but it really doesn't matter. We talk on the phone every couple months.
He sent me these pictures from almost five years ago. The first one is me and Sgt. Steve Kuhl at this crappy airfield. We met a Marine from Vacaville that day that had been living at this airfield for about three weeks. The second is me in the pit we lived in for a few weeks in An Numaniyah, Iraq,. If you can't tell -- it was really dusty there. It was this very fine sand that got everywhere. The third is of this crazy Marine Cops Major that would regularly put on a Batman mask and run around like a wild man. Batman was seen all over Iraq. I have some crazy pics of Batman in some of Saddam's palaces. That Major is now a Lt. Colonel. God help us.
It is safe to say that it was very hot in all the pictures.
It has been five years. Every once in a while I miss the Marine Corps.

Clark Pacific -- Tuesday

Tuesday is a big day at the Board of Supervisors. We have Congressman Thompson coming for part of the morning. While I disagree with him on most national issues I am grateful that he cares so much about Yolo County. He understands our issues, knows the people here, and actually shows up at things. He also has an office in Woodland.
The afternoon session will be dominated by Clark Pacific. We had a couple unanimous votes on the issue over the property and then last time Chamberlain told us he changed his mind the night prior to the vote. We will see what happens this time.
The night I left the Woodland City Council meeting with a unanimous vote in favor of the project (even Monroe although I am told he is now on the fence) Bill Marble asked that the neighbors be worked with on this issue. Clark Pacific and the county have done that quite well.
Is everyone happy? No. Have the county and Clark Pacific answered the questions raised by the community and the neighbors. I believe they have.
We will see what happens on Tuesday.

Easter at the Rexroads

I just got to hide the Easter eggs. In our house they are filled with Cheerios.
Since our kids are still so young we are still establishing traditions.
Tonight before she went to bed Abbie set up an Easter wreath on some chairs with some silks. Se picture below. The Easter Bunny will also be greeted by lettuce from Full Belly Farms and some water. I think we got a little confused with the reindeer. Oh well.
Happy Easter. He is Risen.

Yolo County Employees

On Thursday night I attended a great event. All five members of the Board of Supervisors, Sheriff Prieto, and Assessor Joel Butler showed up to honor employees that have worker for the county for 15, 20, 25, 30, 35, and 40 years.
It was a great night.
Sandy Brown has been working for Yolo County longer than I have been alive.
In the world today people will have three or four jobs before they are 26 years old. It did not used to be that way.
When you are trying to build a solid culture in an organization it is impossible to do if the turn over is so severe.

Yolo County folks in the Assembly

Yolo County has had an extremely high number of people running for the State Assembly.
Assembly District 8 (Davis, Woodland, Winters, West Sacramento) has been been held by Thomson and Wold for 12 years now. It would appear that with either Cabaldon or Yamada the hold on AD 8 will continue for Yolo County for several more years.
Then we get to AD 2 (Esparto, Knight Landing) and we have two Yolo County candidates running. Former Senator Jim Neilsen has been living in Woodland for years. He is the leading candidate for the Republican nomination in AD 2. You also have Esparto farmer Charlie Schaupp running in that primary too.
Still another Yolo County candidate running for the Assembly is Yuba County Supervisor Dan Logue. He has been in the news lately because he owns the school district building. He spent a great deal of time in Woodland. He has been endorsed by several Woodland elected officials.
Woodland should have lots of coverage on the green carpet of the Assembly next year.

Gun Control with the Supremes

The United States Supreme Court today heard arguments on gun control in Washington, DC.
The CNN story is here.
Gun control doesn't work, rent control doesn't work. In the end people should be free to exercise their rights. That comes with responsibilities too.
It seems pretty clear to me that the DC crime rate has not gone down as a result of this ban.
Criminals have guns. The only people that are following the law are people like me. I am not allowed to have a concealed weapon but the criminal doesn't care about that.
I actually believe that everyone around me would be safer if I had a weapon. My training and willingness to defend others makes that true.
Count me among the people opposed to the DC ban.

Sustainable Business

My business just went through an audit by Sacramento Sustainable Business program.
We were able to fix some things -- the office manager got the management association to install recycling bins for the complex so we weren't running stuff home with employees.
The water thing we can't fix right now and we won't be able to be a green building.
It took some time and effort but we got there. I am looking to do something like this for Yolo businesses -- although some are on the Sacramento list.
Oh -- and the woman that came out to inspect us was from Woodland.

Lat Friday I had a meeting with two nice guys from the LarouchePAC. When they first contacted me I thought they would never actually drive from Oakland to Woodland. They did.
Although I was dreading the conversation I actually enjoyed it. These two guys were bright.
I don't agree with them on much expect that the "stimulus package" proposed by the President and anything that tries to "solve" this sub-prime mortgage crisis is really just window dressing.

When the decision was made exactly -- I don't know. What I do know is that we are making the transition from Charter Cable to Wave Broadband.
I really don't know much about Wave Broadband but they can't be worse than Charter Cable. My experiences with them were universally bad.
When I looked into why the Sacramento Kings were not available to Charter customers I started to ask around at Charter. I called and e-mailed up and down the chain. Eventually, as the Mayor of Woodland I personally wrote a letter to the President of Charter down in San Luis Obispo County. I never got a response. Then I had the entire Woodland City Council send a letter. More than six months later I got an e-mail from a local representative of the company.
Rick Kirkwood and I met with the guy eventually. I think it was almost a year after I wrote my first letter to the company President. I expressed to him my unhappiness.
What it came down to was that Woodland had cut a franchise agreement with Charter. Charter was not willing to purchase the rights to King's games from Comcast. Ok. I get that. They were making a business decision -- it was bad for Woodland but it was a business decision.
My response was to at least give Woodland customers the option of buying the NBA season ticket. They refused.
I had Charter on my list. When their franchise agreement came up in a few years I was prepared to try and tube it until they improved service.
Now it appears that I will not have to do that. They have sold out and Wave Broadband is going to give us the Kings games.
Charter -- good bye. Get out.

Woodland Mayor Dave Flory sent me a nasty gram telling me that he had several events in his political career with 175 people. Two points come to mind ---
1) People picketing the event don't count.
2) If you go stand in the middle of Ludy's on a Friday night with the Crawdads playing and yell "I am Dave Flory running for City Council," it does not count as an "event".

Art Pimentel Kick-off Tonight

Art Pimentel's City Council campaign had the kick-off event tonight on the Ludy's patio. What a great event. It was easily the largest political event I have ever seen in Woodland. He had well over 100 people and reported raising more than $10,000. That is a great start.
Art had numerous elected officials and lots of motivated people there. I saw dozens of people that I expect to see out walking the streets of Woodland for him.
Dr. Francisco Rodriguez made his objective crystal clear. He wants Art to be the next Vice-Mayor of Woodland.
It really was an excellent event. Art set the standard tonight.

So who makes it in the third seat? On the natural it would probably be Frank. He has run for Supervisor three times. If Martie and Fred work hard they have a chance.

Gibson Mansion Funding Today

The Board of Supervisors approved $50,000 for the Gibson House today on a 5-0 vote. That was a huge increase in their usual annual allocation from the county.
This money combined with CDBG money from the City of Woodland, Reserves from the Foundation Board, some extra fund raising events, and some hard work by the Rotary Clubs made this possible.
I kept my mouth shut for much of the discussion on the issue because I thought things were rolling and I did not want to screw it up.
In the end many people deserve credit for some hard work on this. Dotty really deserves a gold star. She took this issue on full steam and really worked out some tough details. County staff, Rachel Orlins Bergman, Barbara Shreve, Marilyn Wirth, and Lynn Campbell all pitched in. And I can't forget Allan Flory and Charles Mack.
Thank you to all of those people and the CIty of Woodland for contributing CDBG monies to the project.
Great deal for Woodland.

This is the part I don't get about the Governor Spitzer thing.
Let's just say that Matt Rexroad gets caught being client #9. I am an idiot. I am wrong. I know it.
So who is the last person that I am even going to ask to walk up to the podium with me? The clear answer is Jenn Rexroad.
First, at that point she is never talking to me again. So I might ask but she is not answering.
Second, how would I have the guts to make that kind of request of her?
We have seen this over and over. The public official needs to let the spouse off the hook. They did nothing wrong and are having to stand there looking like an idiot.
I just don't understand.

I don't golf. It just seems to take too much time. I need one of you true golf addicts to step up for a good cause. The Wayfarer Center is having a gold tournament and I want to sponsor some poor fool to golf 100 holes in a day.

What is the Classic 100 Golf Marathon?
It is an incredibly fun event, which will raise some serious bucks for Yolo County Mission. It is a way for golfers, both duffer and low handicapper alike, to rally support while doing something they will really enjoy - playing golf. When compared to a traditional golf tournament, golf marathons are more fun and substantially more profitable.
Here's the Fun Part
Yes, you will play 100 holes. No, we're not kidding. One hundred holes are very doable. Many golfers in past marathons have been able to play more than 100 holes. In fact, the record for a golf marathon is an amazing 437 holes in one day! Several changes in the format of the game are made to speed up the play...
Carts are provided for every golfer, and everyone plays at their own speed.
Golfers may hit multiple balls, and each ball counts as one hole played.
We play "ready golf" with a maximum field of 40 golfers.
No looking for lost balls, OB's etc. Merely drop another ball and keep hitting.
You may change playing partners anytime during the marathon.
You may play any hole, or series of holes, in any order as many times as you want.
On the green, any putt inside the leather is a "gimme."
Longest Drive and Closest-to-Pin contests all-day long

Well, there really isn't any catch. Each golfer who participates in the Golf Marathon will be required to do three things.
Give A Day & Play golf at the golf course. Shotgun start right after breakfast.
Sponsor yourself for at least $1 per hole. Your $100 donation is payable in advance and is tax deductible.
Solicit sponsorships from business associates and friends with a goal of raising an additional $24 per hole...that amounts to $2,500 each golfer can raise for this most worthwhile cause. So, you can see with a field of 40 golfers, each raising $2,500, we could reach our goal of $100,000. WOW!
Ok, "Gimme" the Details
The Yolo Wayfarer Christian Mission Golf Marathon will be played on Friday May 30 , 2008 at the Wildhorse GC, with the location details to follow in up coming newsletters. The Marathon will give you a very rare opportunity to play on a golf course, almost by yourself, and complete the equivalent of a month's worth of golf in one day! Our day's agenda will be something like this...
Breakfast at sun up
Shot gun start.

Gary Wegener Retirement Party

Last night Jenn and I went to Gary Wegener's retirement party. It was a good start to the night. Jenn's mom was taking care of the kids so after my presentation we slipped out the back door to spend some time together. I like my wife.
Thank you to Gary for all his hard work over the many years working for the City of Woodland. It was good to see Rick Kirkwood and Phil Marler there too.
Gary is a Woodland guy that had all of his family there last night. He also had many of his staff members there. Good for him. Good luck to him. He has many things to be proud of.
So what did people want to talk about last night? Clark Pacific. Several people had gone over to the tour the plant this week and had nothing but good things to say. They all love the Clarks and think it is exactly the kind of operation that belongs in Woodland.

Gibson Mansion

I encourage all of you to read agenda item 4.05 for the Board of Supervisor's meeting on Tuesday. It involves the Gibson Mansion.
Dotty, Scott Lines, the Historical Foundation Board, Warren Westrup, Charles Mack, Ray Groom, and Allen Flory all deserve credit for getting to this point.
The $50,000 in the budget was determined last year. Now the work was done to set the foundation in place to use it efficiently and set up the process for the Gibson House to really get going.
This is something that I really want to see happen. Dotty has a ton of time invested in this. I have a good chuck of money personally invested, and more to get for this facility. The Gibson House is an important Yolo County asset that happens to be right in the middle of Woodland.
This is good stuff. I need a 4/5 vote on Tuesday. If any of you can reach out to my colleagues on the Board encouraging them to do the right thing I would appreciate it.

In the morning we will discuss the Gibson Museum. This is important to Woodland. Dotty and a number of others have spent a tremendous amount to time to get this proposal where it is.
Then we will spend the afternoon on the Old Sugar Mill. This is my first real opportunity to deal with this issue. Should be interesting.

Today is Duke v. North Carolina. It is hard core college basketball. I love it.
You are talking about a game that over the years has included numerous Hall of Fame players, countless All Americans, and a bunch of great basketball.
I just saw a story on ESPN about Speedo guy. Amazing.

Today I was up at 0600. I was attacking the day by 0615.
I wrote a brochure and sent it to the printer while watching the news, played with Abbie and Adam while Jenn took a shower and was ready to go.
We had our weekly legislative conference call for the county at 0800.
From 1000 to probably 1330 I chaired a subcommittee of the Administration of Justice Committee at CSAC (Calfiornia State Association of Counties). We are figuring out how to deal with the administration of Jessica's Law.
I was back in my basement office for conference calls at 1400 and 1600.
Then I went to Abbie's ballet recital. It was awesome. More on that later.
Jenn and I bathed the kids and put them to sleep. Then we went out to dinner. Had a great time. It is now 2115. I am going to read my county stuff for next week and watch LOST from last night. I will be up until midnight working.
While Jenn gets changed to tv watching gear I read the comments over at Woodland Journal. All I can say is thank you. I am really freaking cool. The fact the some of these nut cases spend so much time thinking about what I do, worrying about how I do it, and what I don't do is flattering. If only I was responsible for all of the stuff that people accuse me of -- I would have some real power.
If I really spent a great deal of time and energy could I run a campaign to get Jeff Monroe off the City Council - cause I think this is where some of this negative energy is coming from. Yep. I probably could. The cost would be enormous for Woodland and me with opportunity cost but I probably could. I have the professional ability to probably send him and his wife to 3B North. Am I going to? Probably not. I have other things to do that are more important. It is "silly season" in Woodland and it is starting to stress some people out.
I love my family. I am a Christian. I like the business of politics. I like my business and the people that work there. I am hoping to make more money this year than I made last year while having fun. Next year I hope to make more money than I made this year while having fun. I am honored to serve the people of Woodland on the County Board of Supervisors and I like the people that work there.
Now I need to go hack into the Realist's computer....or maybe I won't...or maybe you just think I will or won't, Whatever.
Off to watch LOST and read the agenda for Tuesday.

It is possible that Jeff Monroe could actually be one of the three best candidates on the ballot for City Council.
If this happens at close of filing on Wednesday I'm going to buy a lottery ticket. Shoot I should just go directly to Vegas or invest in the derivative market.
Can't say that I will actually cast a vote for him but he could be one of the best three - clearly third of three.

This notice was in the Democrat on a mobile home rent control task force.
I would hope that the first step in this analysis would be to show unreasonable behavior by the park owners. If that step is taken and unreasonable behavior can't be shown then you don't get to the rest of the analysis.
I am generally opposed to rent control. I admit it. But I am completely opposed to rent control when the justification is that the property owners have raised rents for a home site by $100 a month over the last DECADE. As I continue to point out -- that is a bargain.

Don't raise taxes....reduce spending

The Los Angeles Times today has an article about the desire of the legislative leadership to raise taxes this year by $5 Billion. It is going to be a long summer.
I believe that this difficult budget time is an opportunity to prioritize programs. The state needs to do that.
The hold out that is going to occur in Sacramento this summer is going to make it difficult on local governments.

McDonald's in the hospital

Jenn and I don't feed our kids fast food. I eat it. Jenn sometimes does. Abbie once had a In-N-Out french fry but that is pretty much it.
I have complained before about Disney in my life. Actually, my complaint is against princesses. Princesses ruled my life for about a year.
Anyway, our kids have never been to McDonald's. Never.
Yet when Adam was in a San Jose hospital a couple weeks ago they gave him a gown to wear. What was on the gown? Ronald McDonald.
The picture above is of Adam holding his fruit strip just prior to being released from the hospital. he has no idea what McDonald's is but he seems happy at this point.
He is standing right next to his IV stand.

Here is an article in the Sacramento Bee today about Clark Pacific.
Interesting to read Supervisor Chamberlain's views.
"I don't mind Clark Pacific only on the 90-acre parcel but I don't want a huge industrial development out there," said Supervisor Duane Chamberlain, who said he didn't want to encourage an industrial complex near prime farmland.
The 90 acre proposal is what was voted on a few weeks ago and he voted No.
The larger industrial complex is what he voted for on two or three different occassions when it was considered in the General Plan.
This confuses me.

Support Woodland Community College

On Tuesday from 4-6pm Woodland Community College will be having a community meeting with the folks that grant accreditation. This is important for a whole bunch of reasons.
The last time I went to one of these meetings this guy really ticked me off. The only reason he supported WCC becoming a separate college was because it did not do any damage to the Marysville Campus.
This guy made it very clear to me that eventually WCC needs to separate from the Yuba Community College District. It is just a matter of time.
Anyway, tomorrow Woodland needs to show up to support the WCC campus. I am going to be squeezed for time but I plan to make a long drive to make it there in time.

I posted that information about Yolo County 101 today right before a meeting I had to attend that last an hour.
When I got out I had an e-mail from Dotty indicating that we had four people sign up already.
How do you people do that?
It would be fair to say that response has been excellent. We will have a full class I am sure.
We had to expel a few students from the first class. Mayor Dave Flory was not invited back for poor behavior. Linda Henigan was acting inappropriately in the hall with some of the boys so she will not be allowed back either. Tough love.

Last fall, 80 people enrolled in Yolo County 101, a nine week seminar course about our county government—its services and processes. Yolo County 101 was so successful that we will continue with four additional sessions on various topics that could not be covered in-depth in the original course.

March 3, 1990 "Recruit Rexroad" was standing on the yellow footprints at Marine Corps Recruit Depot in San Diego. At the time I was thinking, "This blows. When are we going to do some running, shooting, or boxing?"
The Marine Corps at that time seemes like a bunch of nonsense. Lots of yelling and not much going on but processing.
I have come to understand it much better.
I arrived there in excellent shape. I took about 10 weeks off from school and work to do nothing but train. I was running the streets of Woodland, sprinting at the Douglass track, lifting at Country Oaks. Meanwhile, it seems that most of my recruit class was eating cheeseburgers and playing video games.
Oh well. It all worked out.

Lonny Wunder Retirement Party

I had something on the lens of my camera at the retirement party for Lonny Wunder. Only two pictures came out. Bummer.
This is one of them.
Skip Davies always does such a good job at these things. He speaks clearly, is funny, and still sets the right tone.
This is either immediately before or after he told us that Lonny was a student at Douglass when he was there. It didn't sound like Lonny was a very good student.
This is right after Neal Peart called me his "ex-buddy".

Woodland Results

Freddie was cool enough to send a Statement of Votes Cast to my office. Here are some interesting numbers.
Countywide Obama beat Hillary. He won by more than 3,000 votes in Davis but lost in Woodland by 530.
McCain won every section of Yolo County. Romney did best in Winters. Four people in Davis actually votes for Tom Tancredo. He got seven votes in the whole county.
Fewer people (17) voted in the Green Party primary for President in the 3rd Supervisor district than any other. Chamberlain had 23 in his.
Prop 93 (term limits) also failed in every political division in Yolo County. Even the City of Davis wants the Speaker of the Assembly to move on.
On Props 94-97 the measures were all over the place. They failed in Davis but passed everywhere else. They narrowly failed the entire county.
One other thing was found in the report. I am sure Freddie will follow up with an addendum. The other thing they found was that Art Pimentel wrote in his own name for President and all the ballot measures. He was so impressed with himself that he actually wrote his name in under the "No" on the ballot measures. He needs a confidence boost once in a while.
