This whole thing is just fascinating.  The reality is that Patrick Yolo probably doesn't exist and neither does Charles Shaw.   They are both trying to play a big role in Woodland.  Patrick Yolo even is posting the personal addresses of Charles Shaw.

One of the big questions that I struggle with is the ownership of natural resources.  I (or the bank) certainly own my home and lot at 711 College.  I would think it is safe to say that I own down a few feet below the surface of the ground.

At what point does the dirt, water, minerals....whatever stop being mine and start becoming public property?

Part of the problem the farmers of Yolo County have with this proposed water ordinance is that they believe they own the stuff under their property all the way to the core of the earth. 

As a natural resource, water is moving around in that aquifer and the water pumped out is coming from a supply the is under the ground of more than one property.

So tonight as I am reading the Draft Tribal EIR I came across a difficult analysis for me.  What does the tribe own?  I consider their trust land to be the equivalent of a sovereign nation.  They have full control.  So where under the earth does that nation end.  Does that water under the Rumsey property belong to them?  Belong to Yolo County?  Belong to all people of the earth?

One thing I like about being a County Supervisor is the cool legal issues that come up.  One of the things I don't like is the tricky issues that come up with no real analysis in place. 

Ok...back to reading this huge pile of paper. Looking for an answer to random questions.

I am investing some time in trying to understand more about the California Delta. It is fascinating.

One of the things that I am learning is that the people that take flood control seriously are the Dutch.  They are not messing around.

I just voted.

Chose Doug Pharr for Congress in the GOP Primary.  It is a Marine thing.
Greg Aghazarian is clearly my choice for State Senate.
Manuel Cosme - Didn't really have a choice.

Art Pimentel and Martie Dote were the easy choices for City Council.  I also decided to vote for business owner Alfredo S. Lopez.  I have been hearing good things about Fred lately.  Besides -- I like a business owner being on the Council.

Prop 98 and Prop 99 were a challenge for me.  I think they are both going to fail.  I voted yes on 98 and no on 99 mostly because I want 98 to fail by les votes than 99.  Maybe then the local government types will take this seriously and write a solid measure that deals with this issue appropriately.

My mailbox has had quite a bit of activity.  The guy in our granny flat gets all the Cabaldon/Yamada stuff.

A couple days ago we got a tri-fold from Jeff Monroe. It was nicely designed.  It was addresses to Jenn and me. We are both permanent absentee voters.

I got a Judge Tim Fall piece that was addresses to Jenn and me.  It has Rosenberg in it.  I know the guy running the campaign but I think Rosenberg is deeply involved.

We got a piece from Art Pimentel.  It has the picture from when he was 14 years old and wandering around in a field.

I also got a piece from the Yolo County Farm Bureau. It is a call to arms on the proposed water ordinance.

Thank you for all the nice text messages and e-mails.  That was unexpected.

Funny how all the people in Woodland are sending me messages supporting this blog and my stance on this issue.

I appreciate the kind words.  It is interesting how many people don't want to comment here because they fear Brenda Cedarblade due to her past actions in this community.

I got the letter from Shawn Smallwood and his friends this afternoon. I read it.  Thought about it. Read it again and thought some more.  I posted it a while ago to see what sort of e-mails I got from people.

Normally I would not post this here.  However, he sent it to the local newspapers and that tells me this is really a  political issue more than a policy issue.

Dear Shawn and friends:

1) The implied charge in the letter to me is that I am controlling Charles Shaw.  I don't think Charles Shaw even exists.  Further, the reason the site is listed on my blog "right at the top" is because it is the most recent post. That is the way blogs work.  The most recent comments are "right at the top".

2) You describe the comments on this blog as slanderous.  That is kind of funny to me.  First, please indicate what comments on that site meet the definition of slander.  If you can show that they are false, then I am happy to give you space here on this blog to show that they meet the legal standard of slander.  You would have to show they are not true.

You may be referring to the comment section of the blog. The comments may in fact be slanderous.  Here is what is funny about that:  Ms. Cedarblade took a comment from a previous version of rexroad.com -- not a post but a comment when we allowed open comments -- and distributed to every household in Woodland saying that it appeared on Matt Rexroad's own blog.  This comment was not posted by me.  It was a comment that discussed the appearance of Ms. Cedarblade, and the comment was deleted as soon as it was discovered.

Comments on a blog are one thing. The posts are very different. 

The offer once again -- show something that is slanderous and I will give you free time right here on my blog to make your point.  I also want to prevent someone from being the victim of slander.

3) You should not be writing a letter to the Board of Supervisors  of Yolo County. Not at all. The Sheriff and District Attorney would surely be willing to look at this case if Brenda has the information to file a complaint. Sheriff Prieto and District Attorney Reisig are first class legal professionals who will surely act appropriately with the facts presented. I am confident that both of them will act ethically and according to the law.

4) I'm not going to disown the blog you mention any more than I am going to disown Woodland Journal because I disagree sometimes with Dino Gay; Roughstock Journal because Yolo Cowboy went crazy in New Jersey; The People's Vanguard of Davis because Greenwald has lost the other half of his marbles attending Davis City Council meetings, or Floating Foam because Krause likes video games or hangs out with a nut case that dances on film in local clothing stores (Super K).

I'm not responsible for the blog posts of another.  If you don't like what Charles Shaw writes -- take it up with him. You could also start your own blog. I will link to it right here.  Just like the others.  You can even rip me on it.

I will continue to make the readers of my blog aware of information that impacts Woodland and Yolo County -- even blogs that make fun of me.  I have linked to blogs all over.

5) Show some proof of harassment.  What is it?  You have assumed she has been harassed. This is a woman who has blamed everything that goes wrong at her store on the local homeless shelter, things that go wrong during elections on her opponents, things that go wrong in the last few months against Clark Pacific or their friends, things that go wrong a few years ago on Tom Stallard.  You have provided no more evidence that she is being harassed than you have provided that aliens are going to come take us all away.

If you know she has truly been harassed then go to the Sheriff. Go to the Attorney General.  The law is being broken.  The Board of Supervisors sets policy for the county. If what you describe (or imply but don't describe at all) is true, then the current laws of the State of California provide you with a remedy.  Go seek it.

The group of people signing this letter are well intentioned I am sure. However, you are not seeing the whole picture here. You are being used by someone that seeks your help now for her own personal goals.

Dear Supervisor Rexroad,
 
We are writing to express our deep concern about how Brenda Cedarblade and Ted Wilson have been treated since they acted on their right under the California Environmental Quality Act (CEQA) to challenge the Yolo County Board of Supervisors’ decision to certify the Negative Declaration on Clark-Pacific’s proposal to build and operate a pre-cast cement factory on land that is zoned agricultural.  It has come to our attention that the County is preparing to inspect the Historic Nelson Ranch and to possibly revoke conditional use permits related to the operation of Brenda and Ted’s horse boarding business on the site.  This action, if true, appears to be retaliation for Brenda and Ted’s CEQA challenge.  Retaliation by the government sets a precedent that could seriously threaten the use of CEQA as a tool to protect the environment by Californians.
 
We are concerned about the personal attacks and harassment being directed toward Brenda and Ted.  Charles Shaw has been using a blog to attack Brenda’s character, calling her a “Horse’s Ass,” and making numerous outrageous, slanderous allegations about her and Ted.  The link to this blog is the following: http://www.historicnelsonranchscandal.blogspot.com/.
 
However, you already have the link to this blog, and it is posted on your personal web site, right at the top.  Your comments that accompany the link support Shaw’s tactics, and mock Brenda and Ted, who are your constituents. Your explanation for your conduct in this matter is unsatisfactory.  This sort of behavior is beneath the standards of conduct we expect of elected public officials. 
 
We hope you will change course on this issue.  Disavowing Shaw’s blog would be a fruitful start.  We also ask that you and your colleagues investigate who is behind the harassment directed toward Ted and Brenda. Is it Clark-Pacific?  Is it the labor union that was noted in Shaw’s blog?  Have any County Departments or County staff colluded in this harassment?  We request that you intervene on plans by County staff to use CUP revocation as a means to retaliate against Ted and Brenda for their CEQA action.  We ask that you do what you can to protect our ability to use CEQA as it was intended, and that you provide adequate protection of the civil liberties of the residents of Yolo County.

So Susan Pelican and Shawn Smallwood are circulating some kind of a letter for signatures. The letter has something to do with this blog.

They think that I have something to do with the blog and some harassment of Brenda.

Let me comment directly on this.

First, I have pointed out every blog that I am aware of in Yolo County. Even those that rip me.  I do not regret telling my readers about Historic Nelson Ranch Scandal at all. It impacts Woodland and Yolo County.

Second, I am not involved in writing, researching, coordinating, or funding the site.  Do I root Charles Shaw on sometimes?  Oh yes.  I do. I admit it.  I have no idea if the stuff on the site is true or not but I have to say that Charles Shaw is backing his stuff up with some good documentation.

Third, I understand that Brenda believes that she is being harassed somehow. I am clearly not involved in this at all.  If Brenda thinks I am involved then come on out and offer some evidence of that.  I don't even drive on 18C. I avoid Brenda if at all possible.

Brenda finally has gotten someone upset enough to fight back and not run from her -- and it appears to be effective.  This is the same sort of thing she has done to people in Woodland for several years now. 

Mr. Smallwood and Ms. Pelican -- I am happy to read your letter and consider it but you are not seeing the whole picture here. 
Ok. Monroe is right but he is still wrong.

Jeff Monroe is right. He did not turn Art Pimentel directly into the District Attorney.  He sent the e-mail below accusing Art of taking a $10,000 bribe that ended up in a DA investigation.

The investigation showed nothing of the sort occurred.

Jeff has never apologized to Art for this action.
