I voted against this because it was not an "exchaneg program".  It is possible that we are going to end up just pushing more needles out on the street without any "exchange".  That is something that is not good for Woodland.

Next thing someone will propose is on weekends members of the Board shouldl administer drugs to users.........free syringes and needles, surely that wouldn't fall under the defininition of an enabler, would it?
